((My response to this, since I know a lot of people have played Skyrim but not Oblivion (I would recommend giving Oblivion a try if you enjoy the Dark Brotherhood in Skyrim - its brotherhood quests are amazing. My favourite has you locked in a house with all of your victims, and you have to kill them one by one while throwing suspicion onto the other survivors.)

I think it’s unlikely that Amaund is a member of the Elder Council himself, as it’d be difficult to suddenly vanish to sort out assassinations when you’re that high-profile. That said, I do think he’s in the employment of a member of the council. Those amulets are symbols of office - a thief couldn’t just run off with one without massive uproar, because they’d allow someone to pose as a member of the Elder Council. Even if news of a theft like that wasn’t big in Skyrim I find it hard to believe Delvin wouldn’t know of it, the guy’s pretty well informed. Chances are he was given it.

That said, being in the employment of a member of the Elder Council doesn’t necessarily make him not in the employment of the Thalmor! It’s easy enough to believe that there might be Thalmor Sympathisers on the council - spies and behind-the-scenes trickery is how the Thalmor work best, after all.
